cleats, sandals, or spare shoes? Several people had advised the use of SPD-(recessed) type cleats, or even spare shoes, because lots of walking on uneven surfaces was required at Controles. While there was a lot of walking, we found that the usual rubber cleat covers with Carnac or Time shoes worked just fine. The key was to have high quality bike shoes that were well-broken in. I made sure to stick some moleskin or band-aids in places that rubbed before anything could turn into a major problem. I didn't bring an extra pair of sandals or slippers, and I did not miss having them.
